Three MPOs, One Framework: Alaska’s Cooperative Approach to Statewide Regional Modeling

Many states face the same travel modeling problem: multiple small and medium MPOs, each needing credible travel demand models, none with the staff depth of a large urban agency, and each region's model evolving independently with different software, structures, and assumptions. Alaska chose to solve this cooperatively. Its three MPOs, Anchorage (AMATS), Fairbanks (FAST), and the Mat-Su Valley (MVP), partnered with Alaska DOT&PF to build a single statewide modeling program rather than three separate ones.

The cooperative structure changes the economics and quality of the modeling itself. A shared framework provides economies of scale for data pipelines: traffic count processing, seasonal adjustment, census data preparation, and network maintenance are built once and serve every region. It also builds transparency and consistency: when all three MPOs apply the same model design, calibration and validation standards, and reporting conventions, results are comparable across regions and assumptions are visible to every stakeholder. For small agencies, consistency is credibility.
